Remember we wanted to know what this was at Hillmorton locks, well thanks to Alf we now know.......here is the answer from British Waterways themselves....It reads

Thankyou for your enquiry regarding our “obelisk”between the locks at Hillmorton. This item is a Scada unit which records the amount of lockages through the flight, providing us with data to assist us in our water management of the canal system.
